Refresh choices as in Chrome (Ctrl-r, Hard Reload, Empty Cache and hard reload)

Chrome has a very useful feature on their reload button that give a choice between:

Ctrl-r (Reload)
Hard Reload
Empty Cache and hard reload

Vivaldi doesn't seem to have the same feature available. Even on chrome it is only available under certain circumstances, but on Vivaldi is never available as far as I can tell.

I am especially fond of that last one (the one missing a Key binding): Empty Cache and hard reload

Is this something that's available but turned off or can it be added at some point?

Opera has a similar feature, but uses Shift-F5 as the shortcut. They call it "Reload without using cache" - and I would expect something similar in V as well.
