@gwen-dragon I do use an extension "Simple = select + search" but that worked previously in all the versions of Vivaldi (except an update a few months ago where the similar popup window was broken but then the released an update to fix it a few days later)
I have now disabled that extension and re-started Vivaldi but the results are the same. Even in a private window, the same result still, i.e. no popup window when right-click on marked text or on link

@gwen-dragon The popup menu works in the start screen private window (Ctrl Shit N) but in none of the following pages e.g. if I click on any of the start screen links or if I follow a bookmark from there

Right-click popup menu SOLVED
I have discovered what prevented the right-click popup menu from appearing.
It was NOT due to a corrupt profile but was instead a clash between an Extension configuration and Vivaldi configuration.
I use the mouse gestures normally from Vivaldi but I also have an Extension "Simple mouse gestures" only to use its rocker gestures. In that extension configuration it is possible to choose the particular mouse button to trigger the gesture.
Because I only use the Rocker gestures in the Extension I moved the mouse trigger to middle button with the thought that it may otherwise interfere with the Vivaldi gestures but it prevented also the popup menu from Vivaldi.
The moment that the mouse gesture trigger was changed back to the default right-click, it suddenly restored the right-click popup in Vivaldi
