This annoys me every time I start vivaldi on my office computer a when I have to log in to the local network.
This request does not seem to be that popular, so for now, I'm adding a workaround (marked as "Solution" for better visibility):
Select the following option:
Allow for using CSS modifications.
Go to Vivaldi Settings > Appearance > Custom UI Modifications and click on Select Folder...
Pick any folder on your computer (or create a new one, dedicated to UI modifications)
Within that selected folder, create a plain text file and copy the following code into it:
Save the file with the extension .css instead of .txt, for example: js-dialog-select.css
@yes-aravind It is already easy to insert notes into the text edit area using shortcuts:
Shift F10 to show the context menu (or use the menu key between Right-hand Ctrl key and the Windows key).
Type I for Insert
Type the first letter of the folder name, e.g. V for Vivaldi notes folder
Type the first letter of the note, e.g. S for Signature.

Right-click popup menu SOLVED
I have discovered what prevented the right-click popup menu from appearing.
It was NOT due to a corrupt profile but was instead a clash between an Extension configuration and Vivaldi configuration.
I use the mouse gestures normally from Vivaldi but I also have an Extension "Simple mouse gestures" only to use its rocker gestures. In that extension configuration it is possible to choose the particular mouse button to trigger the gesture.
Because I only use the Rocker gestures in the Extension I moved the mouse trigger to middle button with the thought that it may otherwise interfere with the Vivaldi gestures but it prevented also the popup menu from Vivaldi.
The moment that the mouse gesture trigger was changed back to the default right-click, it suddenly restored the right-click popup in Vivaldi 🙂

You are making a lot of assumptions on what "humans usually do", most of which I'm not able to accept (for me specifically, but neither generally).
While I concede that some of your points may be worth thinking about,
I'm not able to talk about unwanted popups from experience (saw the last unwanted, even less opened-without-interacting popup years ago)
I don't like being limited by the browser any more than the next person. Exactly having the opportunity to do what I like as I like is the reason for me not to use some of the better-known browsers.
Furthermore, thinking about putting your suggestions into any structure of configurable options seems to become a nightmare of explaining and understanding.
In my opinion, this is not worth it.
As almost any user-unwanted action is implemented using JS, maybe think about a JS blocker in combination with finely grained resource blocking. Works wonders, and you get to wonder why the web suddenly turned so quick and responsive...
At the moment this isn't possible but you could put those messengers in a webpanel so you don't have to leave your active tab.
To add a webpanel press "F4" --> click on the "+" on the left side --> enter url of your webbased messenger --> press ok
In Settings --> Keyboard --> section "View" you can ad shortcuts to fast access the correct panel if you like.
In case your messenger is shown incorrectly go to the webpanel and rightclick on the bar where the reload and homebutton of said panel are and select "use dektop version" or "use mobile version" as you like.
Of course this is just a workaround to your idea - so please feel free to post your feature suggestion in this thread so others can upvote your idea as you can do with the suggestion of other users to show importance for needs and wishes of the users to the vivaldi developers.
