Option to Use Existing Blank Tab When a Link Opens in a New Tab

When a URL opens to a new tab, always open it to a blank tab that already exists (may also be the active tab). If there are more than one blank tab, use the one that's nearest to the active tab.
I set the Startup page to "about:blank". Too many times I have had to delete that page manually if the first URL I open after Vivaldi starts is from a bookmark, as bookmarks are set to open in new tabs.
