Not reopened, I can reproduce it in a clean profile and add a comment to VB-67296.

@Pesala It's a confirmed regression. It had been fixed and archived. I pulled it back from the archive so its status now is "confirmed" and a dev has been pinged.

Create a new note from your edit forum signature web page
Double-click the note to check that it goes to the web address
Disable Markdown in note
Re-enable Markdown in note

The URL field in the note description is deleted, so double-clicking the note opens the full note editor instead of going to the web page.
