I am facing this problem when using Google Slides: When I try to past using "past without formatting" option I get a popup saying "Enable copy and paste? To copy and paste, install the Docs Offline extension to your browser."

I think this is related to how the browser handles pasting.
For security reasons, it obviously should not be able to just access your keyboard whenever.
As a result, it's possible the web application you're using can't read the pasted (formatted) input and then de-format it without prior reading from the clipboard.
I'm not sure why installing an extension would help though, without further information (what site you're using, if the paste option is part of the site or the vivaldi default, your OS and vivaldi version, some screenshots).
You could always try installing the extension to see if that fixes the problem.

Sorry I did not make it clear. I am using Google Slides, when I try to copy using control+V it work but when I use "past without formatting" option I get the message.

I think this is just bad design from google.
For security reasons, the contents of the clipboard can only be sent to a page by the browser.
When google docs tries to paste this, it can't "request" that the browser send it the clipboard - that would be bad for security as its doing things the wrong way around.
I assume that by installing the extension, an API is exposed that allows sites to behave the wrong way around.
Normally, you would be able to paste without formatting using the right click menu (which has a default "paste as plain text" command), but that doesn't exist on google docs, as they've replaced the right click menu.
You should normally also be able to set a keyboard shortcut to do this (e.g. Ctrl+Alt+V), but again, google have done something strange and won't allow you to paste in this manner.
You should also be able to use the Main menu > edit > paste as plain text command but that one is broken in the same way.
The way I see it you have a few options:
- Install the extension
- Complain to google and see if they fix this
- Ask a vivaldi dev how the paste as plain text command works, to see if it works in the same way as a regular paste (it should)
- My recommendation: Paste the content into the address bar, press Ctrl+A, Ctrl+C, and then paste it in
- Just use the keyboard command Ctrl+C, as that one does work, and manually remove the formatting
- Use some other slideshow editor

There are times when using the standard ctrl-v or right click to paste in Google Docs just doesn't allow you to do what you want. When this is the case, try using the web clipboard. The web clipboard can be found on the top icon bar - in between the redo icon and the format painter icon.
