Drag & Drop should not Interrupt Mouseover for Browser GUI

Currently when you initiate drag & drop function (click & hold-on to a drag-able item on webpage), the browser GUI will freezes & unable to react to pointer's mouseover event (:hover function). I'm not sure if this is a bug or feature, but this seems to be an illogical & unpractical behavior.
This behavior is causing a problem for autohide panel & toolbar mods, especially when users try to drag & drop an item from a webpage into browser GUI. All hidden GUI can't be recall & display appropriate zone to allow user drag & drop the item into the intended zone. Example: https://forum.vivaldi.net/post/192272
So, until Vivaldi developer implant native autohide via mouseover function for browser GUI, we need drag& drop not to interrupt with mouseover function for the browser GUI. If it's a bug then please fix it, else please consider changing this design behavior to allow mouseover event when drag& drop item from webpage to browser GUI.

@dude99 Submit a Bug Report. If I hover a dragged URL over a tab group, the thumbnails do not show up, but the pages do. I don't know whether this is intended or not, but it seems more useful than showing the thumbnails.
