Bookmarks : please recommend to first cleanup the folders (e.g. I have different main folder names on different machines so sync made a big mess). Fortunately the time stamps helped.Notes : same problem, but no time stamps, so the choice of the recent entries cannot be done (I store my passwords there).
Btw a duplicate finder and a blind bookmarks finder become necessary. That was easily done in the old Opera with small external programs.
Before the first sync, I will prefer to check manually (via html prints), then delete on the other machines so sync at the first time will do a simple copy job...

Не знаю, куда написать. Напишу здесь. В настройках не сохраняются параметры Flash-плагина. Мне необходимо, чтобы Flash воспроизводился всегда, но после перезагрузки Vivaldi, настройки исчезают и возвращается дефолтная настройка "Запускать только важные flash данные". Пожалуйста, решите эту проблему.

Moved my config out of the way and force reinsttalled, but found not only that, but the browser expected to find installed plugins, so had puzzle pieces and names for them, so I'm wondering if there is another config piece that I need to move out of the way somewhere, like maybe something left over from stable, but the other box doesn't have that issue (it only gets ipv4 because it's on work's network) so that is the premise I'm still working from. Tried putting ipv4 for bifrost and chrome-sync, but that didn't do it either.

I think most of your issues are because we did not have sync and now we do...
Any user starting with Vivaldi now will not encounter the same problem.

At least put a warning for old users (who were long awaiting for this feature) : start from scratch ! -
@ketalar I was already expecting this, so I've been trying to keep the same bookmarks on all my profiles anyway.
I think everyone should be prepared to have to clean up a bit after a merge of multiple profiles. If anything, I was surprised that I didn't actually notice any issues at all! But then I could only sync two instances of Vivaldi snapshot that I hardly use... My main snapshot build is on a work laptop firewalled from vivaldi.net - quite annoying that it turns out I can't test sync properly!
In any case, I'll be making backup of the profiles for my wife and I before sync is added to the stable versions on our home PCs

I've figured it out. In vivaldi://flags, there is:Use Chrome Sync sandbox Mac, Windows, Linux, Chrome OS, Android
Connects to the testing server for Chrome Sync. #use-sync-sandbox
EnableGuess who had it enabled.
