Download dialogue box didn't drop down to specify name and location.

To be precise - it is not only about opening downloaded files. The bug is that when download reaches 100%, it stays for a few minutes in this state before it turns into really completed and it is possible to open the file even manually from the hard disk. Until the download progress indicator turns into the really completed state, the filename on the hard drive is some temporary one.
Maybe the cause of the bug is that it takes extremely too long for Vivaldi to rename the file after the download has been completed. Thus the prolonged unusable state of the file.

Can anyone confirm should the Content Blocker on Page Actions hold every time Vivaldi opens. Mine has to be reset each session
