Downloaded EXE files are not saved

Every saving of downloaded EXE files failed. Other file types arn't affected.
Download panel shows completed (after Vivaldi restart 0 bytes of ...). Download folder is also empty. The downloaded TMP file wasn't renamed and the file is lost.
Tried with 1.6.689.34 (x32) and a complete new 1.6.689.40 (x32) installation with disabled AV.
Download with other browsers (Firefox, IE, ...) without problems.

@mottenmouse - Unable to replicate this. All downloads of every type succeed here.

(hint: disabling AV usually does not take it out of the mix)

I've had this very same problem practically forever with Vivaldi (both multi-user and stand-alone), and I long ago reverted to using Firefox for any downloads of *.exe files. I strongly suspect it has something to do with Windows user account and file/folder permission settings coupled with something in the way Vivaldi installs itself or functions regarding downloading. It appears like the browser starts downloading a file stub somewhere, but then fails in attempting to assemble or finalize the ultimate file as the intended .exe file in the destination folder. The problem occurs whether or not I use a custom download folder. Other non-executable file types download OK in Vivaldi.

In my case, I've held off making Vivaldi my default browser primarily for the stability uncertainties this peculiar behavior raises, though perhaps in some odd way the lack of default setting is contributing to the issue.

No other browser (Firefox, Olde Opera, IE, QupZilla, etc) exhibits this problem on the same system. I thought I'd reported this twice as bug variations to Vivaldi last Spring, but unfortunately I've since lost any VB reference numbers. I also posted a couple of times about it in threads, but there have been few other confirmations by others until this thread.

Win7-64 Pro with Vivaldi 1.6 stable as multi-user and various developmental versions as stand-alone.

I have the same problem. I discover Vivaldi today! It's amazing browser, similiar to classic Opera. I love it from first view. But Vivaldi have some disadvantages. One is: I can't download anything! Vivaldi asks about, how to do with the file, a progress bar is alive, but after all "downloaded" file doesn't exist. Popmenu item "Open destination folder" (I use Polish version, I don't know exactly the options name) doesn't do anything.

The installation is fresh (Win 7 64-bit).

Additional informations:

The download of *.EXE files failed now too with old Vivaldi versions which downloaded *.EXE files in the past to 100% without any problem.
If I change to any other Windows user account and run Vivaldi, the download of *.EXE files is successful.
If I change to the Windows user account of my wife and run Vivaldi in my user account, the download of *.EXE files is successful.

Way to reproduce:

Open Control panel
Choose "Internet Properties"
Select the "Security" tab
Choose "Custom level ..."
Search for "Launching application and unsafe files
There are three options: Enable, Prompt and Disable

If "Disable" is ticked, the downloaded *.EXE files aren't saved.
I changed the setting to "Prompt" and every thing is fine!

Nevertheless I don't understand why Vivaldi use this setting and all other browsers not.

Great find!!! That indeed is the solution for Vivaldi (and for IE, by the way).

Because those settings are customized to each user account, there can be behavior variances between accounts unless all user accounts are set up identically. Since I've got my system set to access IE only from a different user account which lacks easy Vivaldi access by design and because the settings in that account were already per what you've described, IE never showed the download problem when I tested it there. If I reverse your Security settings in that account back to Disable, IE will also refuse to download an exe file. All my non-IE browsers are in a separate user account which had that setting locked down to Disable. So the real question, I guess, is why the other non-IE/non-Vivaldi browsers don't respect that account Disable security setting, but I suppose that's not really a relevant topic for a Vivaldi browser thread. In any case, with the settings as you describe, Vivaldi now downloads exe files just fine.

Again, many thanks for discovering the way to finally lay a genuine annoyance to rest - and for giving me some added insight into how Windows operates!

Doesn't fix it for me with either "Prompt" or "Enabled" setting.

Sequence of events:

nag warning pops up: "This type of file can harm your computer"
"Unconfirmed... .crdownload" file is created in download folder
nag warning: Choosing "Keep"
file downloads, name "Unconfirmed... .crdownload" stays
The exe file downloads, finishes & vanishes from Explorer; in downloads panel, it's reset to 0 bytes

Downloads work fine in other browsers - I haven't tested IE (and I don't plan on messing with it) .
Zip, RAR and 7z files download without problems in Vivaldi.

Disabling these flags:

#disallow-unsafe-http-downloads
#enable-safe-browsing-ap-download-verdicts

disabling SmartScreen (Windows malware/phishing protection)
resetting download directory to user default
the IE settings fix proposed here

Vivaldi is installed as "Standalone", i.e. portable, not on C:\ partition.

@meOnlyMe I'm having a similar problem, with similar symptoms.
My sequence of events:

click on download for .exe or .msi file type
nag warning pops up: "This type of file can harm your computer"
"Unconfirmed... .crdownload" file is created in download folder
nag warning: Choose "Keep"
Vivaldi crashes to desktop (with only the uncompleted download)

I tried the fix mentioned in another thread of hex-editing the file

%localappdata%\Vivaldi\User Data\FileTypePolicies\7\download_file_types.pb

This worked fine for me for several Vivaldi versions, but with the latest version (2.5.1525.40) this hack no longer works for me, either.
All downloads work fine in other browsers. I, too, have Vivaldi installed as Standalone and not on C: partition. I am also using MS Windows 7 SP1.

In Edge the exe download works. Not in Vivaldi. Other exe files (from other sites) work in Vivaldi tried them just now. This is so far the only site I cannot download from.

Can anyone please try the above link in latest Vivaldi on their machine? Here only Edge download works from that link. Thanks. If it doesn't work for others, I will file a bug report.
