Ad Block works fine on all sited when not signed into vivaldi sync

I have been trying to find out why vivaldi ad block doesnt work on most sites line x.com, Instagram.com, etc., had accidentally uninstalled and reinstalled the browser and have not signed into vivaldi account whic inturn doesnt enable crossplatform syncing and now the ad blocker works fine on all the web sites. Could there be any link between syncing and adblocking not working.
