@Capushon AFAICT the icon is intentionally provided as empty by Chromium on Windows and Android.
For reference:
As can be seen by the above references, a non-blank icon is only provided for ChromeOS, and should one even try to retrieve the icon in the normal way the result would be a crash.
I don't know what Chrome does with that permission, but it is either showing blank, like in Vivaldi, or they have some internal (non-public) overrides that adds an icon.
If this is a bug, it needs to be reported to the Chrome team.

Thanks for the explanation, it's important to me that Vivaldi is not wrong.

@DoctorG Not sure about that; that was when the icons were originally added (or the related code was extensively rewritten)
There have been a number of extensive changes to this code during the past few years, and the comment in #3 is actually original from the refactoring 4 years ago (when it was ChromeOS-only).
My guess is that they have just forgotten this particular icon somewhere along the route.
