What is precisely your constructive proposal here? That Keyboard Cheat Sheet and adequate shortcut to it are useless and they should be removed?
I cannot agree at all. Remembering one shortcut is not an effort, when the benefit is that you get immediate access to a full list of shortcuts - which is so many that it is not easy to remember them all.
Keyboard Cheat sheet is also somewhat cleaner than the QC menu, which contains also bookmarks, tabs and search, so one might prefer to use the former over the latter. -
I would argue it makes sense that the behaviour should be consistent, irregardless if you drag a bookmark or a folder - because both of them you can wish to drop to another folder.
The issue here is rather that the folder opens too early, where it should only after hovering the target folder for a moment. -

I think I've spotted a strange bug - if I'm on the Speed Dial and hit F8 (or focus the address field with the mouse) I can't go up and down with the arrow keys nor I can select anything with Enter. Is that known? If not, should I report it?

Bug: Tabbar>Right: Tabs don't shrink to fit vertical window size.
When the Tabbar is Left/Right, as more tabs are added, they don't shrink in size to fit the vertical window space. Instead, they simply march off the bottom and become invisible.
Plus, if you have Panels open on the other side to the Tabs, as more tabs are added beyond the Vivaldi window, those Panels will also extend off the bottom of Vivaldi window. Scrollbars on those panels behave as though the window size is increasing.

The "cheat sheet" is a strange construct. The keyboard is used to open it but then it doesn't seem to have keyboard focus (I can't "Tab" to the filter entry) and can't be operated by keyboard (couldn't find a way to switch pages using keyboard).
And even though keyboard shortcuts received substantial love in this snapshot, there is still none available for "Go to Homepage"

a tiny display bug: on the little popup that shows up when clkicking on the "blocked popup"-icon in the adress field the dark skin isn't applied correctly.
