Am I the only one seeing what seems to be horizontal and vertical scrollbars when opening a new Speed Dial tab? Looks like Vivaldi somehow "thinks" I am resizing the window.

Not seen here under Vista 32 with ATi X1300 Pro graphics. Do these scrollbars appear on the first opening of a new SD tab or do they also appear on subsequent openings? What OS are you running?

Turns out this is related to overlay scrollbars (in vivaldi://flags). They are disabled by default, I forgot I had them enabled.
P.S. I still have that occasional resize-like reordering of the Speed Dial tiles, but it's like 1 in 10 times.
P.S. 2 I am running Windows 10 build 10134, the GPU is a Radeon HD 6770. -
In this snapshot, on Mac OSX, when maximizing the window and then closing and opening Vivaldi, the window is restored to the original size.
In the previous snapshot, the maximized window was being kept - I think this is the expected behaviour… -
Found a small Bug:
When I enter the settings dialog, the UI scale gets reset to 100%.Some design stuff:
The loading progress bar is almost invisible in the dark theme.
The menu should be bright text on black when using the dark theme. -
Middle click on sidebar (Like Firefox) bookmark opening a new tab would be nice..as is the new dark theme.

Wow, favorite bar icons only, missed when that apperated! Now if you could only make that favorite bar could fit behind address bar, instead of taking whole row, I would switch immediately.
(and ability to add/remove buttons from same bar)

I prefer to have my bookmarks bar vertical at one side. That's what I'm waiting for (among other things)

This is the intended behavior since day one.
There is a bug that prevents the middle click on bookmarks and sppeed dial, if the scrollbar is visible.

The need to open the V-menu with a keyboard shortcut is a know issue.

What is precisely your constructive proposal here? That Keyboard Cheat Sheet and adequate shortcut to it are useless and they should be removed?
I cannot agree at all. Remembering one shortcut is not an effort, when the benefit is that you get immediate access to a full list of shortcuts - which is so many that it is not easy to remember them all.
Keyboard Cheat sheet is also somewhat cleaner than the QC menu, which contains also bookmarks, tabs and search, so one might prefer to use the former over the latter. -
I would argue it makes sense that the behaviour should be consistent, irregardless if you drag a bookmark or a folder - because both of them you can wish to drop to another folder.
The issue here is rather that the folder opens too early, where it should only after hovering the target folder for a moment. -
