Permanent Cookies

Even if all cookies are deleted, every time Vivaldi is started, wikipedia.org and vivaldi.com cookies are created again.
Did this begin with v7.2? -

I don't use webpanels that much. What determines which webpanel is the default? -
@AllanH Vivaldi brings website Help, Wikipedia and Vivaldi Social by default after installed.
If you do not need these panels just remove them by contextmenu over webpanel's button. -
@DoctorG I currently have 78 permanent cookies from a wide range of sites. I don't use web panels.

Your cookies are permanent even if you delete them in Settings → Privacy → Saved Cookies and restart Vivaldi?
Have you example of such URL where cookies stay permanent after deleting them?

I visited reef.com and outdoorresearch.com and shop.proton.me, delete the cookies of these domains and restarted.
Such permanent cookies like yours are not existent for me. -
By default options:
- Lazy Load Restored Tabs
- Always Load Pinned Tabs
are selected under Settings > General, section Startup with. Can you confirm this is still the case for your settings:
After deleting cookies and restarting Vivaldi could any of the following be the cause for the cookies being created again?
- current active tab
- pinned tabs

The default options for the tabs are checked.
A few of the cookies are from current active or pinned tabs. Most are not.
I deleted all saved cookies. It said "Vivaldi currently stores 0 cookie entries from 0 domains." After I rebooted it said 84 cookies from 29 domains.

If you have pinned tabs and web panels, the cookies of such sites will reappear as such pages load after a while.
@jsheridan Could be the cookies database is broken.
Open Vivaldi menu → About
Note or copy profile path in about page
Exit Vivaldi
Open the path in Windows Explorer
Delete the fileCookies
Start Vivaldi -

@jsheridan Try deleting all those files - while the browser is closed. These files are safe to delete (will delete your cookies).
But I doubt it helps, and I believe this is a bug.
I have reported it as:
VB-116566 Delete All Cookies button does not delete all cookies (partitioned)
Note that using the Delete Browsing Data works, but the Delete All Cookies button in settings does NOT. So that's a workaround:
