Solved Video stutters while in full-screen at 2x speed

Hello folks,
I am having playback problems only on this specific website. Video stutters while in full-screen at 2x speed. Audio freezes too.
This problem doesn't appear in every video, but usually after the third play or when you seek after the buffer. Here's a list of public videos to test.
This is only happening in Vivaldi for Windows. I tested in my default install and the standalone install while following the troubleshooting guidelines (guest profile, inconito, disabling extensions, enabling 3rd party cookies etc.) and it keeps stuttering. I did the same on a Ubuntu live USB and there is no stuttering.PS: Vulkan is disabled because every full-screen video goes black or flickers black lines and blocks when it is enabled. I tried following this thread with no success.

I had already tried all the suggestions in the posts you linked, but after trying everything once again I realized the settings I was changing in the NVIDIA control panel weren't actually doing anything, so I tried reinstalling the driver once again and now they were working. And after I disabled v-sync, the stuttering stopped!

I've tried playing a couple of videos from your links, in full screen, 2x speed, skipping some parts using keyboard & seeking manually with the mouse. I haven't observed any stuttering or freezes whatsoever. Tested in Vivaldi 5.1.2567.57 (64-bit on Windows 10 ver. 21H2).
Did you try turning the hardware acceleration off? There were a couple of threads reporting similar issues recently, most of which turned out to be related to GPU drivers/settings. I'm linking them below - perhaps you'll find some more useful information:

I still have this issue when I enter fullscreen
Every other browser does not have the issue with Vsync enabled
And with it disabled I get tearing, not ideal to say the leastCheers

No gsync
Vsync Enabled or Use application (Witch I assume is enabled as its the same result)
Newest Nvidia but this also happened like 6 months ago when I last tried to switch to Vivaldi and ran into issues so its not a driver or version issue
As long as this issue gets put into the bug list
And I will help test when/if anyone needs me toSometimes even happens on a 4k60fps 1x video and a browser restart resolves the issue
So its an issue with Vsync compatibilityIll do some more testing soon and report

I think I determined the cause
On my entertainment monitor I auto switch between a custom 60hz and 47.954hz (24fps duplicate) automatically with my video player so that I dont have to drop frames or get repeats
Sometimes when exiting the player it doesnt swap back to 60hzRegardless, other browsers dont run into this issue, even at 4k60 3.5x speed as Ive done for years
If you look ever look into the issue this is where the incompatibility is coming from

You should not be getting drops or stuttering with any full sized gpu at 60fps though
try with vsync disabled to rule that out3x and I get no dropping, just few at 3.5 higher but nothing noticeable
Not that Im displaying these frames on my 4k monitor but they do on my 240fps thats 1080p -
