Hmmm. Before I report a bug, let me describe here a little more detail of what I'm finding.
When browsing ALL MESSAGES, if I select a message that I've received the problem described above does not exist. That is, I can open a received message in a dedicated tab and successfully invoke the print dialog. In fact, I'm finding that Super + P command actually works, as well as FILE > Print menu navigation.
The above is true when browsing RECEIVED messages as well.
However any message that I've sent - regardless of whether I'm browsing ALL MESSAGES or just SENT behaves counterintuitively. Upon double clicking a sent message, it opens in a new tab as a DRAFT. And it's from here that I cannot print.
This may be a design choice - I don't care for it, but I could see how a developer might argue that he's created a shortcut for me to iterate on a sent message by automatically creating a DRAFT from previously sent emails. So this may not be a bug.
My confusion was then compounded by the lack of feedback when trying to print from a DRAFT message. I think this part is indeed a bug. One might want to print a DRAFT for review or archival reasons.
So, @DoctorG. How do you see it now? Is there a bug here to report? And if so, is it just the second step - the lack of Print option from DRAFT?

@Belzoni I can confirm that File/Print and CTRL-P do not work on Draft e-mails as you are composing/editing them.
However, If I begin to type a new e-mail, then close its tab, thus automatically saving it to All Messages -> Drafts, then opening the message from that folder (without afterwards opening it for editing) will provide the Print option.

- Doubleclick SENT message open it and generate a Draft is a bug for me.
- Not printing a Draft is a bug for me.
Please report each of these as a seperate bug report.

It is a unusual behaviour of getting a draft if clicking on a Sent message. I do not saw this in Thunderbird or The Bat!.

So, the question that remains is to do with the behavior of opening a self-authored message in a dedicated tab. Should a message that I've previously sent open as a DRAFT when all I intend to do is see it in its own tab (ie. outside of preview pane)?
There appears to be a non-intuitive presumption that if I'm doing the above I must intend to iterate on the message and send it again. Therefore, Vivaldi mail opens it as a DRAFT.
I suppose I'm bringing expectations from 30 years of using non-browser mail clients, in which a message opened outside of the preview pane is just that. Whereas Vivaldi assumes the same, unless it's a message that I've authored. In the latter case, Vivaldi assumes that I must intend to edit the message so it automatically becomes a DRAFT. Fine. I don't have to love it. Just need to understand it.
So perhaps it's not a bug? It's certainly not a Print Email problem. It's more of a UX question. But at least we've clarified how it works for the benefit of anyone else who comes here with the same confusion.

FYI: I was told internally double-click creates a draft, a unknown feature. But i do not know why it is not printable.

Draft can be printed if selected in list, but not if opened in a tab.
That is ok for me.
