Make button to hide panel follow the panel

When setting panel to be on the right, the button to hide the panel should move with it.

@coolaew This is one of my oldest bug reports with only four digits. I resubmitted it as:
VB-84643 Show/hide Panel button on wrong side if panels on the right
IIRC the original was closed as Will Not Do. Not worth spending time on I guess because moving a button is simple — Ctrl+Drag to drop it wherever you want. It used to be on the Status Bar, but is now on the Navigation Bar by default.
