Yes. It supports the argument for a double click feature very well that it is the top most choice of the context menu.

Double-click on empty space in a program's list to get a new document/window/tab or something else is unusual for most users. I think, such will not be implemented.
But who knows what users will get and like in the future. Perhaps computer-aided (AI) typing and searching. -
Double-click on empty space on tab bar opens a new tab, but only if the tab bar is not at the top - then it restores/maximises the window.

I guess it is a bug (i remember a fixed from 2017), not a feature.

@DoctorG I don't see it as a bug. The Tab Bar at the top has two duties: Tab Bar and Window Title Bar. Fixing one thing would break another.

@Pesala Last I checked, around 30 million downloads of Notepad++ just to mention one noteable example of opening a new tab with double click in empty area following tabs.

@swiggi Notepad++ has both a Tab Bar and a Windows Title Bar. Vivaldi has only one bar fulfilling both functions, unless you use the Windows native appearance, then you can double-click to open a new tab.

Vivaldi supports mouse gestures for various commands.
To perform a mouse gesture, press and hold the right mouse button, move the mouse in a pattern, release the mouse button.To open a new tab: on a web page, press and hold the right mouse button, move the mouse down a few centimeters, release the mouse button.
Another handy gesture is "down right", like a "L", to close the tab.
You can find the predefined gestures in settings -> mouse, and you can create your own ones there.

Mouse Gestures are convenient, but remembering them may be an issue if you define more than a dozen or so.
Assign the simplest one stroke gestures to the features you use very frequently.

Oh!, yes, i see; nice feature, i agree.
Then such is really missing on horizontal tab bar.
