Solved Panel sidebar disappeared

This bug from 2020 is apparently still there. Sometime after a full-screen session I noticed that my "Panel" toolbar (with Bookmarks, Translate, Notes etc icons) had disappeared.
There is no way in the menus to bring this toolbar back by itself. You can only open one of its panels (eg Translate), but when you close that via its 'X' the toolbar again vanishes.
The fix was per abigailking: Open one of the panels eg Translate via menus. Then with that panel open, click on its icon in the toolbar. That will close the Translate panel but will leave the toolbar in place.

@abigailking Even as of today, many months later, this apparently still can happen. This fix worked for me. Open with F4, then click the icon for whichever panel is open, and this closes the panel without closing the icon bar.
