How to manage Bookmarks in Bookmark Bar using Panel

[I searched the forum for this topic but saw nothing in the first four pages of results]
I recently switched to Vivaldi, and am frustrated with bookmark management. Specifically, while I generally ONLY use the Bookmark Bar, there are times when I want to review and manage all those bookmarks in a separate dedicated window. Every other browser I've used provides this capability. However, when I open the Bookmarks "Panel," the bookmarks in my Bookmarks Bar are nowhere to be found, and I'm left trying to figure out how to manage them. Is there a way to do this? A setting somewhere I've been unable to find? Thanks -

@Newbie22 In Settings, Bookmarks, what is the name of your Bookmarks Folder?
Bookmarks and Speed Dials are all in one database. Users can select any one folder to show on the Bookmarks Bar.
You can also manage bookmarks in the Bookmarks Tab (default shortcut = Ctrl+B), or right-click on the Bookmark Panel icon to open bookmarks in a new tab.

Thanks -- After reading your post I did some more digging and found my "Bookmarks" folder was filed under my "Imported Bookmarks" folder. Not sure why - quite possibly user error.

@Newbie22 You didn't make a mistake that's part of the experience. Did you by any chance figure out how to move say an entire folder of bookmarks to a higher level?

@CityguyUSA Wouldn't that be just drag and drop? "A higher level" shouldn't be a problem generally, though dragging it to the top level might be somewhat touchy as you'd need to not drop it on one of the other folders. Watch the highlighting to see where it's going to go when you drop it.

That's what I tried yesterday but it wouldn't select multiple bookmarks and there was no way I was doing one by one. I thought maybe I was missing something. So many other browsers have a manager and I thought maybe I was trying to do something in the sidebar that needed to be done elsewhere.
Today everything seemed to work fine.
