Is the "open tab" count (F2) stuck on a max of 188?

I manually counted my tabs and got 237 but the open tab count via the F2 menu says 188 and has been on that number for a long time. Is that an error or am I misunderstanding something? I have the majority of the tabs in tab stacks should that affect things.

That's the number of commands.
Scroll down to the "Tabs" section in the F2 dialog, there is your number.

Aha, thank you! It really would be nice to have it somewhere more visible so it's easier to play the "tab control" game.

@MaxStout The window panel tells you how many tabs you have open in each window.
