Let me try to explain, I will upload 2 images for better explaining.
1 - When you go to the site to enter an email and the page loads it puts all the data. If, at that moment, you press the enter key it does nothing, you have to click next. In Edge and Firefox pressing the enter key you go to your email.
2 - When you are viewing a page, for example, The Washington Post, in many opportunities, you have to click on the page to go page down or up. In the browsers above mentioned you only use pgup or pgdn keys. In this case, it does not happens always, but in many instances.Images:

I just tried this on Windows using default settings.
Pressing Enter works fine. Not sure why it is not working for you.Also tried Facebook twice just to be sure. Pressing Enter submitted my form.

not in Vivaldi (for me). The same just happened when I did login in this forum, click to login. Must be something related to The Twilight Zone or the upside down. -

Browsers are not magic, there is probably a Really Simple Explanation. You just haven't figured it out yet.
With password saved, I can press Enter, Enter, Enter and log in on Outlook Live dot com.
On WP I load the page and can use PgDown/PgUp and arrow keys to scroll without clicking in the page.
This on Win10 22H2 x64 with a clean profile of Vivaldi 5.5 Stable.
Please try all the troubleshooting steps, including testing in a clean profile and disabling extensions:

Maybe this sounds like page focus?

Notice after clicking Sign In on OWA, I press 3xEnter to log in.
On WP I can start scrolling once the page loads.
I have no more ideas what is wrong on your system. If it does not work in a clean profile it must be something outside the browser. Or maybe we're misunderstanding what you mean. Maybe make a video or explain the problem more detailed (step-by-step).

All those who have collaborated have explained very well. What intrigues me the most is that in other browsers (Edge and Firefox), with the same settings that I have in Vivaldi, everything works perfectly. That's why I said it must be something related to the upside down.As I said at the beginning, I did a complete uninstall (including regedit) and with the new installation everything remains the same.
I will continue to tweak with settings in the hope I find something....

Re: Doubts in the use of the browser Update. I did a complete reset to defaults in settings and the problems went away.
Now I'm going to go one by one because I took away the bookmarks bar and other things. -
