Strange Troble Monitor Interference Drizzle

I am a big fan of Vivaldi, it really has many advantages over other browsers. I feel much more efficient and productive with features like panels, tab aggregator, window splitter... I have Vivaldi installed on all my machines and on my cell phone! Unfortunately I have observed an atypical behavior that is very strange and hard to describe. On one of my machines I use Kali Linux GNU/Rolling, with Xfce interface. It is an Intel Core i5-3210M, 2.50GHz CPU, with a 1.5GiB onboard Intel HD Graphics 4000 video card. For some time now I have been noticing some noise on the screen, like interference, a drizzle, lines and dots on the monitor display flashing, as if something was generating noise. I thought it could be the Kali distribution, the graphical interface or the theme composer I use... But to my surprise when I close Vivaldi and use other browsers like Firefox or Brave, the problem disappears. I have observed that the squeaks get worse when I open the panels, but I cannot understand the correlation. So I hope there might be someone in the community to help me solve this puzzling problem so I can get back to using my favorite browser on this machine. Thank you very much for your help!

@cabelo2004 Perhaps a VSync/GSync driver setting issue?
Fro a test start in shell:
vivaldi --disable-gpu-vsync
And which xorg.conf settings do you have for Device "Intel Graphics"?

I reinstalled Vivaldi and applied the suggested command. It seems to have decreased the frequency and intensity of the squeaks but they still persist.

@cabelo2004 A few years ago i had trouble on Mint and used with a Intel HD on my Office PC this:
Section "Device" Identifier "Intel" Driver "intel" Option "AccelMethod" "sna" Option "DRI" "3" Option "TearFree" "true" EndSection
I do not know if such older advice help you. May be you want to try.

Thanks for the tip... but the problems continue. It seems like something very unusual and mysterious, but I have noticed that it seems like something related to the panels, which is precisely one of the things I like most about Vivaldi!

After stressing Vivaldi's panels a lot I can say that the problem is related to them! I ask for help from the developer community to check what might be going on...

And how can we test that? Explain the steps and your Vivaldi setup.

Just for the observation that the squeaks appear when I open any panel. I tried removing the transparencies from the panel theme and putting all the panels I use with dark themes. But the problem persists. Now I am testing changing the settings in vivaldi://flags, disabling all graphics and GPU services (Skia API for compositing, Vulkan, GPU rasterization, Accelerated 2D canvas, Zero-copy rasterizer, Enables Display Compositor to use a new gpu thread, Out-of-process 2D canvas rasterization, Override software rendering list, Enable gpu service logging). So far, it seems to work...
