JavaScript is ON, but web page says it isn't.

"If you're seeing this page, you probably have Javascript turned OFF in your browser. Javascript is required in order to post a comment. To turn it back ON, do the following:"
Javascript is ON for all sites. I also added the domain in "Customized Behaviors" using chrome://settings/content - but that didn't help.
I started Firefox and tested there, and had no problem posting the comment.
Any idea what's causing this error in Vivaldi?

@pesala Although I was able to post a comment, the resulting page looks like something Netscape would display in 1993.
It was also extremely slow to respond.
So, what does that suggest?

Upon reading the comments at the bottom of that page it would suggest a website error and is not browser agnostic so will occur on all browsers until the webmaster fixes it,
