"Your browser is managed" message now shows up

I am now getting a message "Your browser is managed by your organization"!
I don't have an organization. Vivaldi is installed "for this user only"...
Do I have a ghost in my computer?Yes I have different user profiles on the computer, an Administrator account and two others for myself and my bride.
I have searched and got some results for chrome and edge and others for Micro$soft but nothing explicitly for Vivaldi (I also notice on m$ edge.Anyone having any ideas?
Is this a Windows issue? If so I am not afraid to harass them.
There were mentions of Registry edits, settings in windows security but I could find none of them on my system.

Another culprit could be an installed extension which "lock" some chromium values (as security addons). But usually, that message is nothing to worry about.

@Gwen-Dragon Not that I know of (?) maybe something in Windows settings but do not get this message for FF, PaleMoon, SeaMonkey.
Only Vivaldi and Edge (the only chromium browsers I have). -
@techguy88 Don't use either of those (they're the same now aren't they?).

@Hadden89 I do have a common security app for Edge, FF and Vivaldi (IBM Security Rapport). a requirement for my financial institutions... Could be that but the Add-on must behave differently for FF.

@greybeard As @luetage suggested, if you enter vivaldi://policy, what policies are listed there? That may give a clue to the source. You can read a bit more about this at https://support.google.com/chrome/answer/9281740?p=is_chrome_managed&visit_id=637506800958936723-506585533&rd=1 regarding Chrome, but it applies in many ways to the chromium clones.

@Blackbird Thanks, chrome://policy shows some pretty interesting stuff when you open it up, although not much of it applicable.
Only some (about 1500) bitcoin scripts/miners, gambling sites and some others are blocked by Hosts file, Sophos AV and Spyware Blaster all run fromrootadmin account.
I suppose that is it but still wonder why FF (and derivatives) behaves differently? Or does it just hide the fact?
Oh well, we may never know.
I will ignore for now but try to do more research. -
@greybeard Maybe on Firefox (Gecko) the software don't need to use any policy while on chromium need them to provide some features. If it uses policies should be (probably?) written under
about:preferences
