@rseiler: I found a way to reliably reproduce the UI freeze and this bug also reproduces in Edge on Win10. Looks like this is actually a bug Chromium 88.

I wasn't sure how I felt about the new 2nd row of tabs, but after more use I've come around to it. I'll keep using it and see how I feel after some time. I've been using Vivaldi for at least 5 years and love the features it has!

By the way, I'm unable to see anything but the active tab container (containing my currently tiled tabs) in fullscreen. All other UI basically vanishes. Windows 7, Vivaldi Stable 3.6.2165.34.
Anyone able to reproduce? -
I have to roll back to Vivaldi 3.5. I really liked that new tabs where a the end tabs bar and could group at the same time. Now it's this OR that....

@xyzzy That's good. What are the steps? I can also test in Chrome.
Maybe the steps will help me comprehend how a monitor going into power-saving mode ties into this.

@rseiler I have not tried to reproduce this with Chrome but by all means, give it a try: Go to a scrollable web page, leave the browser window active and wait for your PC's power management to turn off the display. After your monitor goes into standby, wait a few seconds and then wake it with a mouse input, and then try to scroll the web page using a wheel mouse.
What are the steps? I can also test in Chrome.

Great improvemnt! And it could be better if the miniature images stay in the tabs.
After I upgraded Vivaldi the checkbox for enabling the miniature images was switched off. After reactivating it these images returned. That is good. But if a second tab bar appears, the mess starts:- in the first tab row the images disappears
- in the second tab row you can change the height of the mini images, but can not get back the images in the first row.
- if the second tab row disappears the mini images in the first tab row are to high, e.g. thier bottom border is there where the bottom border of the second row images was.
I want to keep the mini images visible in the first tab row if a second tab row appears without any height changes. Would that be possible?

Not yet fixed when opening a tab the cursor selecting the address bar, sad
I always need to press the shortcut ctrl+l -
Would like to make a request to shift the private window indicator somewhere else. I'm used to having my extensions at the right end of the address bar. It's much easier to move the mouse all the way to the end instead of having to adjust the distance that I need to move depending on the window.
In the meantime, here's my CSS mod to shift it back roughly where it used to be:

@culip: You can (I didn't know this before) but under tabs on customisation, you can set the with of the tabs as you wish

@barbadelluvia Only the active tab. Other tabs shrink when the tab bar fills up.

@quhno: Maybe you can set the tabs to be wider? I have mine set to a minimum of 90 pixels and with 28 tabs on one stack, I can still read the titles of them, I don't know how to paste a screenshot, so you can take a look at my screen.
Also when you place the mouse over a tab you get the name of the tab. I hope this helps. -
Just LOVE the new two-level tab stack feature! For me, it basically makes tab-stacks actually usable. I have multiple web-based email accounts and tried stacking them before but it was too clunky to try and switch between them. Now, I click on the top-level for email and the various email accounts are shown on the second line--BEAUTIFUL!

One of the finest releases for me, apart from the tab stack improvement I was eagerly anticipating
- non-lazy Panels
- customizable Window Panel menu entries
- youtube subscriptions via RSS (wip but still nice to have)
to reach Stable. Nice work Vivaldi team!

@xyzzy Since I only have Chrome 89 and Edge 89, which may fix it, I'll at least test with Vivaldi (88) to see if I can reproduce it at all.
Speaking of Edge, they just put out minor update 88.0.705.56 today. Maybe it helps?
