Solved Google Drive Refusing to Download

As of this morning, I am unable to download files from Google Drive using Vivaldi on Windows 10. I am still able to download from Drive using other browsers, and have attempted to download from a private Vivaldi page to ensure that the issue is unrelated to my extensions.
Has anyone experienced this issue before, and is there a solution?

@Jimprovise You need to accept 3rd-party cookies from
googleusercontent.com
for downloads to work.If you don't want to allow 3rd-party globally, you can add the domain on the page
chrome://settings/cookies

@Jimprovise I could reproduce this issue and the culprit was the "block 3rd-party cookies" option. After allowing those cookies, even the preview of videos start to work properly. Maybe this could solve your problem?

I tried adding googleusercontent.com to the exception list without success. However, allowing all cookies (which I really do not want to do) did solve the problem. There must be another site's cookies that need to be allowed as well.
BTW this is also happening to files embedded in gmail. Vivaldi use to download without problems for the sites.

@mhile Make sure you're adding the domains in the correct format as stated in the input dialog:
[*.]googleusercontent.com
Also try adding:
[*.]googleapis.com
This one above seems to be for HD video playback mostly, but might also affect downloads.Another thing to do is to click the padlock icon > cookies > blocked and see what domains are there.
Also make sure you're not running any extensions that might block cookies/requests. If unsure, disable all, restart Vivaldi and try again. Or press F12 and look for blocked (red) requests in the network tab.

I was just about to update my comment with that information. Using
[*.]googleusercontent.com

My Vivaldi for Windows is 3.5.2115.81 (Stable channel) (64 bits).
I'm having the same problems with Vivaldi. I have already released the ad blocker, I have already released all cookies, but the problem persists.
I think the biggest problem is that Vivaldi's developers don't read what we post here. -
I have tried unblocking all these things that were suggested, and I have no extensions, but still having a problem with Google Drive downloads, specifically downloading more than one file in a row, the second one does not download or go any farther than "Save As".
Any suggestions? -
