once there was a hack (I made a python script to apply the hack) to mark the wanted extensions as safe, hence not popping up that message when downloading certain files with those black listed extensions, but it's not working anymore since a couple of major chromium releases.
One serious bug due to this warning popup is that if you cancel the download in vivaldi appears looping forever at 0 bytes and you have to forcefully stop it and remove it from the download panel. Very Annoying popup and bug never addressed (if even noticed) by Vivaldi devs, reported multiple times with no result. -

@Gwen-Dragon I tried both "Search for update" from browser's menu and an installer from your page. Neither work.

@iAN-CooG I reported it to the Bug Tracker. One could regard it as a feature request, but it is a bug IMO. When downloading an executable file I already clicked a button to save it when I could have cancelled if I wished to.

@rseiler Where is that option? Did a Chrome update re-enable a flag or something?

@rseiler mine is disabled already, in chrome:/settings/privacy (More) Safe browsing is off

@Pesala You want to hear something really strange? I haven't disabled any of those things, went to what is apparently the same file that you're talking about, and downloaded it with no notice! Win10, though I'm not sure that matters. I'm pretty sure that I have seen those warnings before though.

@rseiler I found a Windows Security Setting and turned off the warnings, but I still see the warning dialog. Maybe I need to reboot. Is your setting currently off or are you not using the latest Windows version?
Edit: Rebooting did not fix it.

I can see why that file might trigger a problem though, as it's rather new. Digital certificate dates it to: Friday, June 19, 2020 3:32:21 AM.

@nicolasdominique: Don't install the snapshot and stable to the same location on Windows. Do a standalone install for one of them via the advanced options.
