Hover color effect for our theme...

Please add a "hover foreground" color effect for our theme. It will change the color of icons and text of clickable elements when we hover the mouse over them. This will make the interface look cooler and feel more responsive, as well as be helpful to people with poor vision. To disable the effect, just simply set it to the same color as "foreground".
Also, currently there is a default hover background color effect, which is barely visible in dark themes. Please make it customizable by adding a "hover background" color effect for our theme. To disable the effect, just simply set it to the same color as "background".

Thumb up! Currently Vivaldi using background color highlight for mouseover button doesn't work very well for some color pallet - especially for dark theme. IMHO mouseover button's svg or icon should be highlighted with
fill
&color
effects, they will work much better. -
But what will you do when accent color is much different from the background one? Having 8 (or 7) colors instead of 4 only because of hover effect seems pretty ineffective to me.
