Regex filter for web-pages

I want built-in feature that allow me apply regexs to web-page source. For example:
DESCRIPTION: Kill auto-refresh!
URL:google.com#regex that define what page will be changed
CHANGE:/<meta [^>]?http-equiv="refresh"[^>]>//#Regex that remove meta refresh tags
Yes, if we want apply regex to web-page, we need fully upload web-page before it. And before it browser will show empty page. It acceptable price for me.Yes, maybe I can do this via extensions. But I know regex and don't know how to write extensions.
