[Resolved] I get an error when accessing GoDaddy website

and the web site sent you to the address bellow?In case the issue persists, I suggest you to preface the URL with your domain country name. Example, I am from Brasil, https://godaddy.com redirects me to:

I did contact goDaddy and they said it was a browser issue because no other browser has the problem.

@simonwhite Unfortunately some web sites don't know about Vivaldi and they don't accept all the User -Agent (it's how the sites identify the browser) to connect to their site.
You can install a UA-switcher extension. The Dev's recommends:
https://chrome.google.com/webstore/detail/user-agent-switcher-for-c/djflhoibgkdhkhhcedjiklpkjnoahfmg
Just add for example:
Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3626.96 Safari/537.36
and refresh the page, it should work fine now.

I tried the user agent switcher and it made no difference. I tried FireFox, IE, Chrome they receive and error page as shown above. The reference number changes each time but that is all.

@simonwhite Which extensions do you have installed? Is perhaps one of them somehow blocking the full https connection process with the site server?

GoDadddy page work fine, it must be something different, may check with private window to exclude extensions.

No error here when accessing https://ca.godaddy.com/ - not using any UA switcher either.
I'd recommend opening DevTools (F12), choosing the Network tab and looking for 40x and 50x errors. From the error page definitely looks like a server issue not a client error, but it might be some weird redirect/cookies thing.
Also make sure the browser is set to accept cookies from *.godaddy.com.

The UA is correct

As someone posted here, "Delete Browning Data" - don't forget to uncheck Password, execute, restart Vivaldi, and have a look at your UA.

Once I deleted the GoDaddy cookies everything started working again.
