Missing button in Autoscroll

Unfortunately it seems like Vivaldi has to change the implementation a bit because unlike Chromium, it only shows extension icons when they have been declared.
So when an extension has not declared a button (example) it can never be run "on click" since there is just nowhere to click.
However, since the menu is also accessible from the extension manager, Vivaldi could do so:
- User opens the extension manager
- User finds an extension to make run on click
- If there is a permanent button already, it will be used
Elsewise, Vivaldi will create a dummy PageAction (grayed out?) that the user can click to run the extension on the page, after which the PageAction will be "active" (green?)

I don't see this function yet in Canary. It's behind a flag or what?

I personally preferred the Firefox style (button, PageAction or nothing) but for the sake of getting this feature to work correctly, I guess that could be one option to do it.
@hadden89 You can try chrome://flags#extension-active-script-permission but it should be active in v70 already. On Vivaldi, it only appears in vivaldi://extensions for now.
