Smooth scrolling is not smooth

Latest 1.0.435.40 version here, the 1st stable one and smooth scrolling has no effect. It's set in both settings and vivaldi://flags and it doesn't improve scrolling animation a bit. The setting has no effect. Isn't there really anybody else suffering from this issue?

Same for me. I have tried Vivaldi on two computers and both have not so smooth scrolling with these little lags. It's annoying, switching back to Chrome.

I've also got Smooth Scrolling checked, but it doesn't seem to work. I'm on 1.0.435.42 () (32-bit) for Windows 10 Pro.

There are some changes in Vivaldi 1.2 (maybe it has changed before but i hadn't noticed. "enable-smooth-scrolling" flag with 2 options disappeared and now there's "smooth-scrolling" flag with 3 options. I've changed it from Default to Enabled and finally got smooth scrolling! I dont understand why the "Smooth Scrolling" checkbox in Settings > Webpages doesn't work while the functionality is there through vivaldi://flags…

enable this and it will be really smooth, no need for extensions. -
@ian-coog Needed to set it twice, first restart didn't set it, still default. Next time I set it, it stuck.

I think there's a recent bug. It seems like the "Relaunch Now" button doesn't always work in vivaldi://flags/
Sometimes Vivaldi doesn't restart after pushing it and as a result, any changes applied are lost.
Just retry, restart Vivaldi, reapply changes and push relaunch until it works.
If anyone confirms this it can be sent as a bugreport.

I was told (by a dev) that "Smooth Scrolling" just sets the Smooth Scrolling flag, which is why a restart is required for the setting to take effect. I can also understand why Smooth Scrolling helps for some but not for others -- the underlying code is still considered experimental by the Chromium team and may cause instability with some hardware.
I'm surprised that enabling the Smooth Scrolling flag works but enabling the "Smooth Scrolling" setting does not have any effect. I'll inquire about this.

@xyzzy It's just another of the Vivaldi weirdnesses, like that it works better disabling chrome://flags/#disable-accelerated-video-decode in Win7, if enabled, youtube gets random slowdowns or even pauses and buffers every few seconds when watching large videos.

@ian-coog Thanks. I'm trying to get some additional clarification. If enabling the setting simply enables the flag, then they should be in sync with one another and (more importantly) should not conflict with one another. Depending on how the discussion goes, I might ask you to file a bug.
macOS is another weird case because the "Smooth Scrolling" option is available in settings but the Chromium flag is not available on the platform. I already have a bug filed for that issue.

The other bit of good news is that the "Smooth Scrolling" option does not appear to be broken either. A few of the intrepid internal testers found the following:
The Vivaldi "Smooth Scrolling" option does not actually change the state of the underlying "Smooth Scrolling" flag but rather it changes the scrolling behaviour when the Chromium flag is set to "Default". (Remember that you're not supposed to know about the Chromium flags or change them. And don't tell anyone about them either; they are a secret! )
That said, if you explicitly enable or disable the Smooth Scrolling flag, it will override the Vivaldi setting.
So, bottom line: Don't change the Chromium flag from its default. Just change the "Smooth Scrolling" option in Vivaldi's Webpages settings and then restart Vivaldi for the change to fully take effect.

@xyzzy erm, when I wrote "doesn't do anything" I meant that.
Of course I restart Vivaldi after checking smooth scrolling in settings/webpages, and no smooth scrolling is active. It's always coarse.
I found the flags version many months after realizing the option in setting wasn't giving any effects, and I restart vivaldi at least once a day, so I would have noticed by now if there's a difference after a restart, but simply there isn't.
Only setting the flags one makes any difference. -
@ian-coog Thanks... I believe you. The bug is still open and I added some comments (along with a link to this discussion) to make sure that the bug wouldn't get closed too quickly without a detailed look into the issue. It was also Friday evening (Oslo time) and the Vivaldi team had already gone home, so I passed on the initial findings of some testers done on a clean Vivaldi installation.

Hello, I'm new Vivaldi user and have same issue. Posted workaround doesn't work anymore, as this flag doesn't seem to exist anymore.

To which flag do you refer? Smooth scrolling flag is there in vivaldi://flags
