Offline Mode

Sometimes I wanna start the browser but no loading any site from my current session and sometimes I need to organize my session, moving tabs and tab stack groups to other window to save as session and make cleaner my current one, but as I am connected to internet that disturb both actions, making slow to move tabs or start the browser. I would like that brought back the Offiline Mode that there was in Opera and it was one of the features I most liked to use.
This could be add as submenu on Vmenu and/or one of starting options in Settings.

Firefox still has the feature.

Unfortunately not, maybe must have some less famous. Even in Presto era, i knew IE, FF and Opera.

I would really like an offline mode where the browser doesn't attempt to make network connections.
It's useful for checking local caches of things with out it randomly going & grabbing stuff that isn't stored locally.

I've not tested either of these and believe that a CLI flag and option to start in offline mode would be nice, but I've found two extensions which may be useful:

It would be really useful to turn off network for a given tab or site to ensure some shady online tools aren't sharing sensitive data. Simple example: wifi QR code generators need your password. I'd like to ensure they aren't doing some logging of that. I'll check out the extension mentioned earlier though.
