How to customize a dropdown menu?

Is there a way to customize Vivaldi's dropdown menus myself via CSS without using any third party add-on/extension?
Specifically, I'm speaking of this:

@fne Editing menus is hard. There isn't a single mod out there that does it at the moment.

Every change breaks somebodies workflow.If only I was concerned:
Every second of developer time going into bookmak menu or bookmark bar is totally wasted, I exclusively use the panel.
But rejoice, my opinion does not count (much). -

The thing is that each person has a different workflow and instead of huge threads and discussions about where something should be put up/down/left/right... let the users decide and give customization of the menus. It will solve a huge problem.
Let people choose what they want to eat instead. Some people like this, some like that, each person has different workflow and taste.
Even each person sometimes is in need of different profiles for different use cases because the browser is a tool to be used for different goals.
Give power to the user so they can alter the tool to fit their need

@fne Please do not insult the developers. They are a small team who are working hard to provide Vivaldi users with more features and more customisation.
Vivaldi is still new compared to other browsers. Old Opera took decades of development with a much bigger team to reach the level of sophistication that it did.
