Minor update to Vivaldi 1.7 – Update to the Windows installer

hi so is it recommended to download via the new installer anyway or are old installations fine

@asianmusicguy They previously said it was affecting the WIndows installer... not Vivaldi itself. If you already have 1.7 installed then there's no point updating.
