Possible to keep current tab active when opening new tab?

Not all by itself at the moment. You can open a background tab from a link (middle-click, ctrl+click, context menu "Open in background tab" or mouse gesture of your choice) but opening a fresh new tab all on its own without it getting focus, is not yet a feature.

However, there is this hack you could use: create a new bookmark with the address vivaldi://startpage . Place it on the bookmark bar. Whenever you want a new background page, middle-click it, ctrl-click it, or right-click it and select "Open in background tab."
