As a compromice solution maybe it would be better to combine both cases:
if opened tabs space is enough to place New tab button, then button shows after last opened tab
if opened tabs space is not enough to place New tab button, then the button shows as it is right now, near Sync and Trash buttons.Or simply keep this button in both places: old and new

Sorry, I don't seem to have asked the right question.
The question should be :
Why is it necessary to open "before" doing something a new tab?
or in other words:
Is it possible that what I want to do brings included the opening of a new tab and therefore it is not necessary that I have to open a new tab "before" bringing to result what I want?

Opera was the company that invented browser tabs. And this mechanic used in most browsers for now.
Very sad, that UI-changes break this fundamental browser UI-pattern in browser from Opera creators.
I undersand, that bugfix won't be reverted. But what we can make in this situation? Create feature request? Or upvote this post?

Yes, but I am sure that the developers got the message by now.
This feature request should be edited, just to make it clear that it is not asking for the bug fix to be reverted, but to position the New Tab Button after the last tab, but make the tabs scroll up when the Tab Bar is full.

Can we get a confirmation of whether the developers are going to even entertain this? It's a high activity post on the forums, that should at least get their attention.
I really can't be bothered waiting around just to find they're not even going to look at it. -

@sjudenim Not exactly "back," but rather, dynamically placed now.
Until your vertical tabs overflow, it's below the bottom tab. As soon as the tabs overflow, it's pinned to the bottom of the tab bar. This is, I think, the optimum solution. Works exactly the same as the "+" button on a horizontal tab bar.

Was excited to come back and see that it was allegedly fixed, disappointed to upgrade and find that the New Tab button is still in the same ridiculous place. Can't be bothered rolling back again, I'm out, on to the next niche browser. So annoying.

@pappabosley If you're in the stable branch, then no, it's not out yet and you will still have to be patient.
The others above were referring to the snapshot branch, where it has indeed been fixed.
