Changing the default browser to for example Chrome or Firefox it works like a charm, but this issue did not always exist.
A short summary;
- DigiD is an app that the Dutch use to log into 'governmental' alike websites.
- This was not always the case, to my best estimate this worked without a hitch 7-11 months ago.
- I 'think' that it depends on the app implementation of the DigiD service, most use the web version and some use the integrated one which seems to work still.
I've contacted the DigiD service, they are not aware of this problem but at that point I did not have the knowledge I have now, not being able to login into any 'web based' service.
This still is the case, and while I did find some DigiD forum posts most of them none of them seem to match my issue, but I am quite sure I am not the only one.

@S_Paternotte I'll try but its a complicated one so I'll try explaining some scenarios:
Secenario 1: Using any browser on the desktop:
- Goto a website such as https://mijn.uwv.nl/iam/inloggen.aspx and click the link to login with DigiD.
- You get reffered to the DigiD website to choose how to login, I click the "use the app"
- I open up the app on my phone and unlock it with a PIN or fingerprint.
- The website asks for a code that the App provides.
- The website asks to scan a QR code with the App.
- When all successful, you are automatically reffered back to the page being logged in.
Scenario 2: Using your phones browser:
- Goto any website that requires a DigiD login.
- You get reffered to the DigiD website to choose how to login, I click the "App" -> "On local device".
- The app should automatically open up and asks for a PIN or fingerprint.
- After the login it should hop back to the page being logged in.
Scenario 3: Using an App that requires a DigiD login (example Berichtenbox)
- The DigiD app should automatically load up.
- After successful login, the App should close and your previous app should open up with you being logged in.
Scenario 4: Using an App that requires a DigiD login (example UWV or Zilveren Kruis)
- You get reffered to the DigiD website and select the method of login, in this case "App".
- It loads up the DigiD app, you login and get reffered back to the digid page that sends you back to the app you were trying to login to.
Having explained the normal behaviour, the following is what is happening for me:
In scenario 2, using Vivaldi whenever I click "use the App" it states it cannot find the App installed on your device and requests you to download it reffering to a 404 on the Google Play store. It works fine using other browsers.
Scenario 3 is not being done frequently, but there are some Apps that integrate well with DigiD and completely skipping the browser.
Scenario 4 is the most frequently seen method of loggin in IMO, but here is the kicker. It opens up the DigiD login page using the default browser from within the app you're trying to login. So you dont see it is using Vivaldi and would say it cannot find the App and yet again reffering to a dead playstore link.
Switching the default browser to Chrome for example would fix that issue, but it took some time to figure that one out as I originally thought it was the DigiD app just being weird.
I realise that the DigiD website is reffering to that dead link and at the same time responsible for not being able to find the app; However I suspect that vivaldi is not parsing through all the data to the service resulting in this weird behaviour.
Also note that no other login method will work as well, such as username and password or even SMS.

@mib2berlin Well, Yes I have. Disabling this fixes the issue so it seems you hit it right on the nose.
However I have it enabled cause I have multiple accounts on for example Twitter where the browser is logged into 1 user account and the app on the other.
Is there a way to blacklist specific services on this toggle?

Indeed, this the one setting in Vivaldi that plays a role in this.
Of that doesn't solve your issue, then I'd suggest to report the matter at makers of the digid website as their detection of the presence of the digid app on your phone (make, model, android version) is failing. I had the same in the past with my Samsung A41 and it has been resolved. -
@xorifelse suggestion for the multiple (twitter) accounts.
Would it be possible to create different icons on your start screen for each of these accounts? -

No but you can make a feature request, I would support it.
I usually open the app if I want to use it and the browser for other things but it would be nice if I can open the Youtube app from the browser but other stay in the browser.Cheers, mib

@S_Paternotte I am not sure what you mean, sure I can create multiple shortcuts but it all points to the same Vivaldi process.
I can probably find some hacky way to run 2 of the same instances but what will be my default one for when I click a link in a mail? An easier method would than be using multiple browsers or even simpler toggle the say in browser when I need DigiD as that sounds less as a hassle than switching between profiles. Alternatively, I could just select another browser to be default and just use Vivaldi.
But all of this seems messy to me, all because of 1 app not playing nice al be it for a good reason.

@mib2berlin Thanks, and I might very well make that feature request in the near future. Me personally use this to separate business from my private accounts as I hate having multiple phones.
