Alt+tab switcher messes up page order if used while a page is loading

Steps to reproduce
- Open several tabs (at least two);
- Open a new tab, type in a valid address and hit enter;
- While the page is loading, use 'alt+tab' keyboard shortcut to switch to the last used tab;
- Wait until the newest tab finishes loading and use 'alt+tab' again.
What should happen
- The newely loaded page should keep the second place in the tab switching order, and should get selected after the 4. step.
What happens instead
- The newely loaded page gets moved to the last place of the tab switching order after it's fully loaded, and can only be selected by 'alt+shift+tab'.
