Floating panel not completely floating

I'm running 5.3.2679.36 (Stable channel) (64-bit). I have an issue where the floating panel is not entirely floating, which causes some sites to adjust its contents to fit the new width of the display, which can be rather slow for certain sites. You can see in the screenshots that when the panel is open, some of the items on the left side are blocked, but the search bar and other centered items shift to the right.

@vibn You are closing the Panel Toolbar. Just close the active panel by clicking its icon on the Panel Toolbar.

@Pesala Is the panel toolbar not able to float anymore? I used to be able to use the panel toggle to open and close the panel toolbar and not have to deal with the site content resizing.

@vibn The toolbar was never floating, unless that was a bug at one time.
