I could imagine that the best practices in this scenario might differ, and its been quite a while since I used Windows in this fashion.
@Pesala : while this may be By Design, that would imply that the design is inferior to that of Chrome, Safari, Firefox and iTerm, all of which I have used in this fashion on macOs.
It basically breaks the app and the virtual desktop, thus I'd have to say nay; it's not a feature, it's a bug.
Given your description that the window is set to the "restored state", I'd have to say that this is not how this works in practice. The restored state here would be for a maximised window in a non-full-screen space. It would thus have to be vertically offset downwards such that the top-position of Vivaldi would be below the macOs top-bar, and vertically sized so that Vivaldi would extend to the bottom of the screen.
The new window that is however created on this non-full-screen space does not account for the top-bar, so it's Y-position is presumably 0,0 and is under the macOs top-bar. This makes it impossible to interact with Vivaldi's top-bar, i.e. the min/max/restore buttons and the tab list, e.g. to move and resize the window.

I started using Vivaldi just 2 weeks ago, I'm on Mac OS Catalina 10.15.7. I don't have much in the way of system extensions installed, pretty clean system rebuilt from scratch about 3 months ago.
I have a two monitor setup: one large external monitor (which I use as my main screen) and the laptop MacBook monitor. My symptoms are that after waking from sleep or after a reboot, all the windows go to where they should on the main monitor -- EXCEPT for the Vivaldi windows which are on the laptop screen, and often in odd placements (like very low down, maybe the position they would be if they were on the large screen).
I'll try keeping the MacBook closed which should force the Vivaldi windows the the large monitor.

Personally I think the multiple monitor handling on MacOS needs a lot of work.
I have Mojave here and oftentimes I cannot for the life of me get the system to A) remember which monitor is the primary monitor, and show the bootup screen/messages on the primary monitor. (It eventually activates the "primary" monitor but only after bootup is complete)
Apparently many people have complained about this over the years (at least up until Catalina, I don't bother looking into Big Sur bc my HW won't support it), and some people resort to 3rd-party tools to try to tame it. (Without 100% success in most cases, it seems)

I am. I use a monitor at home with 2 Vivaldi windows on the monitor. When I close the Macbook and take it on the road, sometimes the windows are expanded and it goes off the screen and I can't resize the windows.

A similar thing sometimes happens to me in a different situation.
I use an M1 mac mini, which is connected to two monitors, one of them 4K. For some reason, a Vivaldi-Snapshot window opens in the 4K monitor with the maximum size without being in the fullscreen mode. Then Vivaldi's title bar is below the main apple menu. Once this happens, I don't know how to move the window. (I vaguely remember there is a shortcut to "grab" the window in the middle . . . )
Since I don't know how to reproduce it reliably, I've been unable to submit a bug report.
I use Big Sur, by the way.

When I unplug my external monitor the Vivaldi browser screen is too big and it takes some very creative maneuvring to get it resized (because you can't see the top of the browser, the address bar, or the status bar).
This doesn't happen on Chrome, Safari, Brave or any other browser I have used on Mac.

Big fan here (although still needing that ios version).
When I use an external screen with my macbook air, and then detach the external screen, the width and height of Vivaldi doesn't readjust to the screen of the macbook, causing upper part (tabs, close button etc) to be inaccessible. This has been there for a long time. So can you please have a look at this (and i need vivaldi on my iphone )

I have exactly the opposite problem. Still a window management bug in Vivaldi, though.
I'm using an external display via USB-C and every time my MacBook goes to sleep the Vivaldi window sizes down to fit the smaller internal monitor. Every other app on my Mac remembers its size and position when the second display powers up.
What this means in practice is that every time I step away from my desk, I know I'm going to have to mess with my Vivaldi windows again when I come back. It's almost irritating enough to drive me back to Brave.

@plainclothes I also have this issue, although I'm "lucky" enough, that this only happens on rare occasions or when I forgot to turn the monitor on before waking up my MacBook.

is there an update on VB-49692? it's not inside the changelog for 5.5. any roadmap for it to be fixed? although i really love vivaldi, this is one of the major annoyances. would be nice to have a smoother experience.

Vivaldi windows are getting misplaced when you remove an external monitor.
Repro
Bug 1
- Do: Plug on your Macbook one or more monitors
- Do: Open more than one spaces
- Do: Open several Vivaldi browsers on different spaces
- Do: Unplug the monitor
- Expected: Vivaldi windows are moved wisely into the newly available screen(s)
- Expected: Vivaldi windows should be smaller to fit in the new monitor(s) sizes
- Observed: Most windows are off the screen since they don't fit while the external monitor is bigger.
- Observed: It is hard to move them to a better position since the half title of the window is off the screen.
- Observed: Some windows are moved to different spaces
Bug 2
Continue the flow of Bug 1
- Do: (Optional step) Arrange the window to be better
- Do: Plug back the monitor
- Expected: All Vivaldi windows to be at the place where they were.
- Expected: All Vivaldi windows should be at the spaced where they were
- Observed: All Vivaldi windows are moved almost one over the other on the primary monitor of the system. The user has to post and move back all windows to the spaces they were :(.
Also, in general, moving one window to another using the Three fingers up gesture, the window might be placed off the screen on target monitor.
Chrome supports this years now. Plug in or out monitors, and the windows remain in their space & position, according to the current monitor configuration. The user doesn't see any windows misplaced.
The potential fix would be that Vivaldi remembers the window position on different monitors configuration (by something unique).

Is there any possibility of paying you to fix this super annoying bug?
I have to do the postman, posting the browser windows to the screens every time the mac sleeps and loses the monitor.

Dell D6000 Dock
macOS 14.4.1
Vivaldi: 6.6.3271.61Steps:
- Connect MacBook to the Dock
- Close MacBook
- Open 2 Instances of Vivaldi
- Put one Instance on the main display and one on the display in pivot mode
- Click on the Vivaldi instance on the main display to gain focus
- Disconnect MacBook from Dock
- Open MacBook: The Vivaldi instance, which was on the pivot display is not resizing. And due to size it is not resizable by hand because the top panel is off screen
