Suspend background tab for avoid browser crash

Automatically suspend background tabs when resuming tabs from trash or opening sessions, otherwise the browser will crash frequently.

@pesala Not yet, I think this is hardware problem, because open a lot of tabs at the same time is not friendly for RAM and CPU, so I request for automatically suspend tab.
