Single key in developer tools (undocked mode)

Single key shortcuts (1,2,3...) are triggered in developer tools.

Steps to recreate:
Have more than 1 tab.
Single key feature enabled at keyboard -> shortcuts
Open developer tools. It has to be detached window. (Dock side -> undock) (placement of DevTools relative to page)
Edit style, start to type: 2 for example.

What expected to happen:
2 is typed, and tab don't lose focus / don't get different tab focused / selected.

What actually happen:
2 is typed AND different tab gets focused.
