Occasional scrolling problems with Apple Magic Mouse

This might be an oddly specific bug but I have noticed that when I have been doing a lot of editing of bookmarks that the Apple "Magic Mouse" stops being able to scroll the window I am in.
I am trying to see if I should have Vivaldi as the backup browser to my main one and so I have imported my bookmarks. Since I want to get used to the app I am using the opportunity to go through and edit the bookmarks I have, check for inconsistencies and dead links, etc., as well as organizing things a bit better as I proceed.
Anyway after checking a couple of dozen sites I have discovered the "Magic Mouse" stops being able to scroll in windows and I have to drag the scroll bar to go anywhere.
If I quit (⌘Q) and reopen the app, it will let me scroll with the mouse again.
I have also noticed through searching the forum, that this isn't the first time there's been a problem with Vivaldi and the Apple Magic Mouse, although this is an oddly specific instance of this malfunction.
MacOS Version 10.13.6 (17G14042)
Vivaldi Version 5.0.2497.32 (Stable channel) (x86_64)I have used Chromium based browsers, and never have experienced this issue before. I currently have Edge installed as well and it doesn't do this. I had a Mac build of Chromium for a time and it never experienced any scrolling problems.
I confess that it's a disconcerting issue to encounter, scrolling is used everywhere in every app I use and I don't even think about it, so when this bug happened, for a second I panicked and thought the window is frozen.
Then I recall the scroll bar...
