No City Names on Google Maps

Google Maps no longer displays city names regardless of the zoom level, or if in Satellite or Map view. Street names do show up when zoomed in, but even large cities such as Chicago, Detroit, etc. do not have name labels. Opening Google Maps in Chrome and everything works as it should.
The problem may be related to my Permission Settings. When I go into the settings, change any one item, reset permissions, and then return to the tab with Google Maps, I am given a button to apply my updated settings to this site. I click to update, it actually says "Reload", and for one second or so the city names appear, they then disappear. So, which permission is causing this issue?
I'm using Vivaldi 5.0.2497.24, and my MacBook is running High Sierra.

@charles218 Further shows that setting all of the permissions to the most liberal setting, either Allow or Ask, does not solve the problem. Something else is at play.

I did not set any permissions on Google Maps, and I am seeing city names.

@streptococcus The permissions that I was referring to are in Vivaldi, not Google. I found them in Settings - Privacy & Security. Since GM works fine when I login using Chrome, I assume the issue is with Vivaldi and not Chrome.
