Next tab shortcut shift-cmd-] not working

I am using the default keybindings where previous and next tab (in order on the tab bar) are shift-cmd-[ and shift-cmd-]. The previous tab command works fine but the next tab command does nothing. Is there any way to debug what is happening with the keybinding? Both keybindings work in Firefox, so I don't think there is any system-wide process capturing the key.

Both those keyboard shortcuts work for me. Would there be so much difference between MacOS Big Sur and MacOS Monterey?

at my side both shortcuts work. try checking keyboard - shortcuts in system preferences - maybe some other action is set to this shortcut

I can't find anything in System Preferences. Also, as I said, both shortcuts work in Firefox (and other applications such as Emacs). I am running Karabiner Elements to remap some different key combinations, but quitting it doesn't help with the Vivaldi shortcut.
I just quit and restarted Vivaldi, and suddenly the next-tab shortcut started working, even though I didn't change any settings.
Another tidbit: I alternate between Finnish and US keyboard layouts (the latter is called "ABC" by macOS). I wouldn't expect either shortcut to work in the Finnish layout - the [ key produces å and the ] key is a dead umlaut accent, so you need to type another letter after it. US-layout keyboard shortcuts often work regardless of the layout, but not consistently, so whenever a key doesn't work this setting is the first thing I check.
Just experimenting here with keyboard layouts and whether I have this edit box in focus or not:
Layout Focus Shift-Cmd-[ Shift-Cmd-] US text box works works US outside text box works works FI text box works does not work FI outside text box works works I'm guessing that when the FI layout is active and the focus is in an input field, something in the keyboard-handling code grabs the dead key (even though Cmd is pressed) and prevents the shortcut from working. But before I restarted Vivaldi, this occurred also with the US layout. I can't say for sure if a text box was in focus in one of the tabs.

Yes, here are my "application-specific shortcuts":
I have no idea why there is a Korean (?) character in the "Show Help menu" shortcut. I have set "Emoji & Symbols" to a difficult-to-type combination since the default interfered with an Emacs command. There is no shift-cmd-] shortcut in any of the other categories either.
Yes, the problem seems to have fixed itself for now.

@1jks just change the korean?) glyph in the shortcut to "/"
originally this shortcut was cmd+shift+/also you could check in quick commands (cmd+e in vivaldi), search for next tab
