Captcha "I am not a robot" goes into an infinite loop

Hello community...
This is to report an issue with sites with a captcha that requires a "tick" to demonstrate that "I am not a robot".
I was creating an account in Stack Overflow, and I reached the window with the "I am not a robot" captcha. I ticked the little square to confirm, and the captcha displayed the dynamic circle going around, showing that it was doing its calculations. However, the waiting never finished, the circle kept going around and around...I tried using another browser, and I did not have any issues. This problem had occurred to me before with another site and I thought there was some problem with the site. However, with this new instance, I can see that there is something wrong with Vivaldi. As I showed before using a different browser, I do not have the problem.

I am running Vivaldi version 4.3.2439.44 (Stable channel) (x86_64) on a MacBookPro using macOS High Sierra.
I have searched the posts here and I did not find anyone with this specific issue.
I hope there is a simple explanation to this, but for me it looks like a bug.

@ferchoct My guess is this can happen if you block 3rd-party cookies, specifically from Google.
Unfortunately, reCAPTCHA is owned by Google and one of the ways it checks if your browser is not a "bot" is to check for Google cookies.

Thanks for your reply and suggestions. I checked the cookies settings in my Vivaldi browser and for Third party-cookies it was “Block in Incognito Mode Only”. I tested the browser with the two sites you suggested, and both of them went into the infinite loop. After, I changed the setting to “Allow All” and the two sites worked properly.
So your assessment is right, and it has to do with the third-party cookies. However, the initial setting is "Block in Incognito Mode Only" and I was not using the incognito mode, so why the cookies still been blocked?I have used Brave to bypass this problem, and the setting for Brave is "Block third-party cookies", this setting allows cookies that "improve your browsing experience" but blocks cookies that try to see your browsing activity.

@ferchoct I also block 3rd-party cookies, and I never/rarely have issues with reCaptcha. However, I also accept cookies from Google, and am logged in to Google services, so that probably plays a role in it working for me.
The way it should work is if the Captcha can't trust you based on some metrics like IP, Country, browser, cookies etc, it should pop up a dialog asking you to identify stuff in pictures. My guess is this fails on your system, maybe because of other things like extensions or programs messing with your network connection.
