make it so up/down arrow keys always scroll (instead of interacting with elements)?

Is there any way to make it so when I use the up/down arrow keys on a page it always scrolls on the page instead of something else?

For instance on youtube the up/down arrow keys change the volume, and on google image search it moves between image tiles.
I don't want it to do that.

Thanks, I tested that add on, that will definitely help but
the problem is I use the up down arrow keys in text fields on forums and things too.

Is there any other way?

I tried it with those settings and then it only worked after some part of the page other than the video had been clicked first.

But I found something that works for me.

I installed the extension uBlock Origin, and added the filter
youtube.com##+js(addEventListener-defuser.js, keydown)

It also works for other sites.
